Permitting and engineering in Goddard

Inside Goddard city limits, the city is your permitting authority. Outside them you are in unincorporated Sedgwick County, which is handled by the Metropolitan Area Building and Construction Department.

That department is worth knowing about, because it administers permitting for the City of Wichita and unincorporated Sedgwick County together rather than as two separate offices. On agricultural buildings outside the city, Kansas law limits what counties can require. A 2016 Kansas Attorney General opinion concluded that a county may not require buildings used solely for agricultural purposes to comply with county construction codes.

It is not automatic and it does not reach inside a city limit. Kansas statute does not define “agricultural purpose,” so the county decides whether a building qualifies. Floodplain regulations still apply in designated areas whatever the use. And a building that is part agricultural and part something else may not qualify.

The risk category for your building depends on its intended use and the code provisions your jurisdiction enforces, and the engineering documentation follows from that.
