Memphis and Shelby County have run joint construction code enforcement for years, under one building code and one Unified Development Code.
Memphis & unincorporated Shelby
- The joint 2021 Memphis and Shelby County Building Code covers the city and the unincorporated county.
- Permits go through the Division of Planning and Development, online at Develop901.
- Service centers are at 125 N. Main St. downtown and 6465 Mullins Station Rd.
Suburban towns
- Collierville, Bartlett and other towns in the county run their own permits and zoning.
- Their accessory building rules can be stricter than the county’s.

Farm & engineering
- Non-residential farm buildings are exempt from Tennessee’s state minimum standards.
- West Tennessee sits near the New Madrid fault, so seismic loads can shape the design.
